When taking an individual approach to planning your apartment, a necessary measure is to move the gas stove within the kitchen or even to another room. The length of the hose for a gas stove can be no more than 4 meters. Experts do not recommend using metal hoses, as the internal rubber layer wears out quickly and leaks may occur.

What is prohibited from changing during redevelopment?

In fact, all rules and standards apply specifically to apartment buildings due to the presence of neighbors in them. In a private house, a citizen has the right to move rooms in any order at his discretion.
Basically, all issues relating to the redevelopment of premises are set out in the following documents:
- SNiPs - building codes and regulations;
- SP - sets of rules;
- Decrees of the Government of the Russian Federation.
It is difficult to say unambiguously whether these documents have the status of laws. According to some sources, they are rather advisory in nature. However, in practice, their violation can threaten the apartment owner with serious liability.
To clearly answer the question of whether it is possible to move a wet area in an apartment, you need to refer to SNiP 01/31/2003 “Residential multi-apartment buildings” or SP 54.13330.2011 “Residential multi-apartment buildings”.
The rules for transferring wet zones are contained in Decree of the Government of the Russian Federation No. 47 “On approval of the Regulations on recognizing premises as residential premises, residential premises unsuitable for habitation and an apartment building as unsafe and subject to demolition.”
Transfer approval
If you are planning to move the stove, consultation with specialists from the gas service of your city is required. Any installation and dismantling work is carried out by specialists authorized for these actions. The transfer will not be carried out without agreement with the gas workers!
There are certain rules on how to obtain permission to move.
- Contact specialists by phone, they will give an initial consultation, after which you will probably have to fill out an application to transfer the equipment.
- After the application is written and submitted to the relevant structures, the approval process is launched. Based on your application, a specialist will come to your home (time to be determined).
- He inspects the kitchen, you voice your wishes regarding how far you are going to move the stove from the main installation location. If you have previously studied the requirements and standards for gas pipeline installation, many points are omitted.
- The specialist approves the final scheme for transferring the slab and draws up an estimate. The paperwork is handled by the organization that will move the slab. If the homeowner does not agree, no work is carried out.
- If the transfer conditions proposed by the specialist suit you, then using the receipt provided you need to pay for the services and agree on the day of the transfer.
As for the timing, the approval procedure will take 5-10 days. The problem is postponed for a long time if the apartment owners do not agree to the proposals of the gas service employees. But a compromise will have to be found, and it always fits within the framework of the standards. The distance from the wall to the slab cannot be reduced to circumvent the requirements. Unauthorized transfer is a violation of the law; fines cannot be avoided in this case.
Is the neighbor a controlling “authority”?
Exactly.
The housing inspectorate, the management company and even other residents have the right to initiate proceedings regarding illegal redevelopment. A statement from a vigilant neighbor to the BTI, or even the prosecutor's office, is enough for a competent inspection to come. It is better not to bring the situation into conflict with the law by agreeing on the upcoming work in advance.

Current legislation on moving a gas stove
Moving a gas stove (GS) in a gasified kitchen during remodeling or replacing it with a hob after the fact are “standard” procedures carried out during renovation, after purchasing a new kitchen unit, etc. Disputes about the status of such work from the point of view of legal aspects do not subside. Some call them reconstruction, others consider them re-planning, and others consider them a formality that does not require legalization. In fact, Russian legislation clearly classifies the transfer of a gas stove from place to place, even within the kitchen, as redevelopment. With all that it implies. And that's why.
The technical conditions (TU) of gas equipment, the rules for its installation and movement are clearly stated in the building codes and regulations, determined by the provisions of laws and regulations:
- Housing Code of the Russian Federation (Articles 25-29);
- PM Resolution No. 840, which replaced the outdated 508 (Appendix 1, clause 2.2.1);
- Resolution of the State Construction Committee of the Russian Federation No. 170 dated September 27, 2003;
- SNiP 42-01 and SP 42-101, approved in 2002 and 03, respectively;

Fines and liability for unauthorized removal of a slab
It is worth noting that moving a gas stove without approval is quite difficult, because licensed gas workers simply will not agree to unapproved work.
But if it works out, then you cannot avoid fines: both from the gas service and from the BTI. In addition, you may be required to cover the costs of the examination.

The prosecutor explains
On August 10, 2022, changes made to Article 215.3 of the Criminal Code of the Russian Federation came into force, which introduced criminal liability for repeated illegal tapping into gas pipelines. A person previously subjected to administrative punishment under Art. 7.19 of the Code of Administrative Offenses of the Russian Federation (CAO RF), and those who reconnect to the gas pipeline face liability in the form of a fine in the amount of up to eighty thousand rubles, or compulsory work for up to three hundred hours, or corrective labor for up to one year, or restriction of freedom for a term of up to two years, or forced labor for a term of up to two years, or imprisonment for a term of up to two years.
If an unauthorized connection to gas pipelines leads to the death of a person or other serious consequences, the culprit faces forced labor for up to 5 years or imprisonment for up to 8 years.
Those who violate the law for the first time will pay an administrative fine of up to 15 thousand rubles for citizens and up to 80 thousand rubles for officials. But those who repeatedly commit hit after hit will face imprisonment. Because this is no longer an accident, but evidence of direct intent and criminal neglect of basic safety rules, which can result in accidents on gas distribution systems, serious risks of harm to the life and health of people, property of citizens and legal entities.
Unauthorized gas connection should be understood as an illegal connection to gas mains and gas pipelines using gas-using equipment without obtaining permission from the enterprise providing gas supply to the territory in which such a connection was made.
Despite the fact that repeated unauthorized connection to gas pipelines provides for criminal liability under Art. 215.3 of the Criminal Code of the Russian Federation, many citizens continue to violate the requirements of federal legislation.
Thus, in January 2022, the Chegemsky District Prosecutor’s Office approved indictments and sent 4 criminal cases against 4 citizens to the Chegemsky District Court on charges of committing a crime under Art. 215.3 part 1 of the Criminal Code of the Russian Federation, who unauthorizedly connected to the gas pipeline, being brought to administrative responsibility for unauthorized connection to the gas pipeline.
During the preliminary investigation, the perpetrators fully admitted their guilt and petitioned for the criminal case to be considered by the court in a special criminal procedure.
