Do you have a thermometer installed in this oven? Does it show exactly 170 degrees? This is a very low temperature for baking. Pies are baked at 200 degrees and at 220 and for the entire top to burn in 15 minutes, at 170 - this is unrealistic. Cookies take 15 minutes to bake at 180 minutes, but buns obviously need to bake longer. I bought a special thermometer for the oven (I now have a gas oven, which is problematic - the bottom burns, well, it’s always so difficult with gas ovens). And before there was an electric stove, so the oven was also electric - no problems, everything baked evenly. Such a thermometer costs 150-200 rubles, buy it and measure the temperature - your oven may have to be returned under warranty.
